Sacramento, a dump in California
Where would California be if John Sutter hadn't created his little fiefdom where he did; when he did? If ol' John had has is druthers, he'd have created a Utopia. But for the fact that an employee discovered gold in a millrace about 50 miles from Sac, it might have happened.

Maybe there should be a rule that once someone is turned out of office they have to wait until whoever replaced them in out before they can opt in again? No? Well then maybe there should be a rule that before anyone ever runs for political office, they should have had a real, steady job for at least five years? Stop that! Let's just make a rule that nobody can make a career out of politics.

Perhaps I should just emphasize that the quote is a cryptic clue from the crossword and is not the setter's opinion of Sacramento. Nor is it my opinion. Never having visited the city I have no opinion one way or the other.
